Does anyone know how to make heat tape for starter table?

I am looking to buy heat tape, but wanted to know how I can make my own. I used 2 water bed heaters last year. This is my filled table. http://i146.photobucket.com/albums/r266/celtic_wyndes_farm/CowPots/100_6700.jpg The table is a 4'x8' with a layer of sand on it.
