Not a very good pic. This guy hung around my backyard all last summer. He is camera shy. Try as I might, this is the best pic I could get of him.
Anyone know what he is?

I agree with Resin--size is right, it appears to have the white eyebrow lines, a long bill, and the long tail. I grew up in NW Oregon & SW Washington & still have family in Portland, and there aren't any other local birds in that size range with a crestless blue head that I can think of offhand...
