Tulip & Stargazer bulbs- can I still plant?

Hello:

I'm new to this forum and also new to bulbs, so I thought this was the perfect place for my questions.

I have a bag full of tulip bulbs I forgot to plant. Is it too late to plant these in the ground in February?
I also have 2 large plastic containers full of old stargazer lillies that bloomed last year. I didn't remove the bulbs from the pots and just left them in there after they had bloomed and died. Some of the stalks are still in there but I don't know what to do with them. Do I cut off the stalks, dig out the bulbs and replant them or throw them away? Any help/advice would be much appreciated!!
By the way, I'm near Sacramento, CA (El Dorado Hills). Very hot in the summer and we don't get the amount of rain we need.

For the tulips I'd say plant them now and make sure they are planted quite deeply. It's late but they should just be late in flowering. They will never grow in the bag! :) The lilies will be fine. Just cut off the stalks but don't disturb the bulbs. Just put some fresh compost on the top and don't let them dry out completely. Good luck.
