Some of the information collected by banders is reported to the federal Bird Banding Laboratory (which is in the Department of the Interior), located in Patuxent, Maryland. The BBL issues the numbered bands to each bander and the banders report on the usage of each band (date banded, location, species, age, sex, and so forth). Many banders take detailed notes on things like molt, fat reserves, measurements, etc. as well.
When a banded bird is recovered at another place and reported to the lab, the lab sends some of the basic information on the banding to the person who found the bird, as well as recovery information to the original bander. The banders can in turn exchange more detailed information about the bird with each other.
Of course, the number of recovered hummingbirds (other than by the original bander, for birds which return to their breeding or wintering grounds) is relatively tiny. Additionally, many of the hummingbird banders already are in contact with each other via private email, so they often are in touch regarding a recovery before the BBL even gets the report. But it's the official records at the Lab that count - it's the only place where this information is centralized.
