I'm in zone 10b in Southern California in a hot dry valley it usually never gets below 35 in winter but it can get to 105-110 in the very hottest days of summer with the average being in the high 90's. I am looking for tropical looking vines that are fragrant and can take some heat . I need some for full, shade and some for partial shade.

I'll answer the 1st question: Jasminum sambac with it multivarieties of Maid of Orleans, Grand Duke of Tuscany, Grand Duke Supreme, & Arabian Nights. J. officinale var. affine (semi-double). J. auriculatum called J. molle.
Rangoon creeper has an apple-coconut scent, see if you can find the double. Madhavi vine, Hiptabe bengalensis, flowers only once in the spring, and is jasmine/orange-blossom scented.
If you have partial shade, you might consider something like variegated Stephanotis, or Hoya vine.
