When following this theory, does it apply to starting seeds in a greenhouse as well as starting seeds in the ground? What about transplanting the seeds started in a greenhouse? What about winter sowing in containers as well as transplanting those?

So is the same time that's good for planting, say, lettuce in the ground also the same day it's good for sewing lettuce seeds in pots in a greenhouse or good for transplanting from pot to ground then?

yes, yes and maybe.

Transplant when the moon is waning, better that way.

I'd go along with "Plant below ground crops" because you already have your plant growing upward, and when transplanting, you want the roots to do well.
