New Heating pads for the cats

I should be receiving 3 outdoor heating pads for my cats. Right now I have straw under the porch where it is
dry and out of the wind. My question is should I put the heating pads on top of the straw so they find them soon? Or should I put them under the straw for them to discover the new warm place? I am not sure any of them use the straw right now. We are having night time temps from 12 - 17 degrees each night.
