If I am not mistaken that is not a Plumeria but a Desert Rose. You might want to post this on Caudiciforms.

I see you're in Norristown...I grew up in Roxborough. Where was the picture taken?
At Ott's Exotic Plants in Schwenksville. They had a lot of Plumeria. This one was near them and I assumed it was one. I don't recall whether those plants off to the right were Plumerias or not.

Magnificent... Don't you love going to these places and wish you had such a
tropical paradise?? 15 is a good age for a plant that had such beautiful roots.

Do they often bloom and I've just always missed it?
I think mostly when they get some age on them, That certainly looks like it does by the thickness of the trunk, I am
guessing. You were probably just at the right time too. that helps. It is like a Sanseverious (I hope I spelled that right) Snake plant. They have a pretty bloom on them but we just don't get to see them very often. I love plants. They teach us so many things.
