What the heck is this?

It's all over my plumerias! It doesn't seem to be affecting any other types of plants. I know it's time for the leaves to fall anyways, but how can I make sure it doesn't come back next year? (May be the same stuff 4elements is referring to in their post)

thats what it is and it will come back
but it can be treated systematic fungicide and a spreader sticker works wonders. Its a air borne thing if you spray either early in the am or late in the evening once and then 2 weeks later you will get rid of it. for now.

Poo. They are all about to go in the greenhouse too. I guess I will just remove all the the leaves, wipe the plant down with fungicide (and the pot) and treat again before spring. Keeping my fingers crossed!

The Woodlands, TX(Zone 9a)

That's what we did before storing ours bare root in the garage over winter. It worked - we had no rust this year. Of course this summer was also very hot and dry. I'm sure that helped.
