Training an adult dog

I have an Australian Shepard. He is about 6 years old. I have recently retired and have been walking him daily for several months, but I can't get him to stop pulling me. It usually occurs when he sees or hears another dog or even another human being. He seemed to be pulling me away from what he perceived as a threat. But lately he is just pulling for the sake of pulling and I just can't take it much longer. My husband thinks that a shock collar might be the only solution, but I'm afraid that my finger would get stuck. He is a good dog and seems very intelligent, but when it comes to "guarding" me, he goes nuts. He is tall for his breed and weighs about 65 pounds. Any suggestions would be appreciated so we can continue our walks.
