mealy bugs

I had mealy bugs on my hibiscus, ripped them out and replaced with night blooming jasimine last year, the jasimine have not been happy since I planted them, constant bug problems, mealy bugs, catipillers, white flies I have (or gardener has sprayed every 7-10 days and nothing has worked, will rip them out shortey but needed some input on what might be the problem. can the problem be with the mealy bugs being in the soil from the prior plants, in zone 9b naples fl area. any sugessions. any help appreciated thanks

They can be in the soil plus do you see a lot of ants in the spot you are having problems. Ants harvest these bugs. Get rid of the ants, then spray the area and plants with Neem oil. I had the same problem, after I got rid of the ants and sprayed the area a few times the problem went away.
