What's this orangey-dot stuff under the leaves?

Looks like each orange colored dot is about the size of what would be a butterfly egg...that small. I have 8 plants in pots, 2 in the ground, and they are all showing signs of this on their leaves in varied amounts. The leaves that have the most are dying. I know, it is that time of year. This is my first season with them in 9B. for example, a leaf may have hundreds, and the leaf is all marked, yellow from a top view. within a few days the leaf seems to die and fall off.

I was worried they are a type of mite or bug (although I cannot see any moving.) Could it be a mold?

I have sprayed the underside of the leaves with organic dish soap mixed in a water sprayer. I just did this the other day for the first time. Am I wasting my time? Thoughts?

I have it too never had it until I bought a large lot of these and they had it so I dragged it home worst mistake. You can't get rid of it I use to buy stuff that was terrible to spray and it worked. But now I can't find it so you just have to live with it. It will come back every year look for bayleton as a ingredient thats what takes care of it systematic fungicide is the product if you can find that but it has to have the bayleton in it then you add a sticker spreader to that and there you go pain in the neck but thats what works

I just used Immunox from Home Depot. Some plumeria notes say you should be careful b/c you can burn the leaves. I was like a madwoman just this morning, and THEN I read the warning like a dummy. Hope I didn't do more harm than good...well, I sprayed my roses, too.....

Uugh. It is rust. I had time to research it today. Bought some kind of antifungal spray online today: will be here tomorrow. But, I hear people very scared of it and others that say it is just "part of the fall routine"...which do you lean toward? Hetty?

Hmmm... Mine had it all summer last year. We sprayed with a fungicide then (bayleton), and when we stored them in the garage for the winter. We had no problem at all this summer. But we also had a very hot and dry summer.
