Do you leave the shoots that grow near the base of the stem/trunk? Would they grow big enough to bloom eventually?

Yes, I leave them unless they are on the root stock of a graft that I just made. Yes, they can grow into normal branches in time and flower.

Try indoor lights and heating pads during the winter, if you can, and then give plenty of sun, water, and food during your outdoor season and see if that helps.
