What is the best way to propagate fuschias? Do they need to be misted daily or kept in a baggie? Will they root in water?
Propagating Fuschias
LOL! You were posting at the same time as I was and with the same topic! Great minds think alike! I always root mine in a mix of perlite, sand, and water with a dip in rooting hormone first. I am a very bad cutting mommy as I don't mist my cuttings like I probably should, but this time of year I have wonderful success in spite of myself.
Here's a thread to a discussion I had about propagating F. Gartenmeister. I would imagine the same method works with other fuchsias.

I've moved it over here for you.
Send me a list of fuchsia-related threads and I'll move them to their new home.
Just a hint. I've done flats & flats of Fuchsia cuttings and I learned a little trick. Once the cuttings are done with minimal leaves and struck, mix one of your spray bottles with water and 1 teaspoon of Baking Soda. Mix it up and spray the cuttings thoroughly. It will cut down on the amount of botrytis that seems to be problematic in Fuchsia cuttings in a humid environment. Remove any dropped or dead leaves as soon as they show. I also found good success using a rooting hormone gel with fungicide in the mix. Having enough space between cuttings and enough air circulation also helps. Cooler moist temps with slight bottom heat worked best to prevent high losses.
