I think that's what my neighbor said when we first moved here. I keep it away from her fence but it has never bloomed. It gets morning sun, maybe that's just not enough. Seems like everything I have is in the shade. Shouldn't complain, I do love these big old trees here in East Tx.
If you care for the windmill, I would cut the vine back and move it. It will cover it by next year; it is very fast growing and hard to control after it takes hold.
