CLOSED: A Hawk...
Looks like a juvenile Cooper's Hawk to me. Wings held straight, fan tail and thin streaks on breast.
Red-shouldered Hawk - that black-and-white banded tail is very characteristic.

The only one that's at all similar (away from the Mexican border area) is Broad-winged Hawk, which has just one conspicuous white band.
Down by the Mexico border, Gray Hawk has a similar tail pattern to Red-shouldered Hawk, but a much greyer body and wings.
Sharp-shinned and Cooper's have barred tails, but dark-and-light grey, not black-and-white; they also have relatively longer tails.
