CLOSED: What goose?

I'm pretty sure this small goose is a domestic, but is it supposed to be like this, or is something wrong with it? When it was first dropped off at Herbert's Pond in the spring, I thought it was moulting, yet it's still looking odd.

Sebastopol Goose is supposed to be that way. Call it the Fancy Goose
