I just received these Narragansett Turkey eggs from eggbid.com. Some are real filthy looking is it normal to get them like this? Should I clean them before putting them in the incubator and if so how should I clean them thanks

Those are TOO dirty and you should get your money back--but if you want to try to hatch them:
Try to brush off as much as dirt as possible. I've read that sanding the dirt off will cause microscopic bits of filth that can penetrate the egg pores and contaminate them--but some people do use fine sandpaper to clean them.
OR
Dip them in warm (warmer than the egg) water with a very small amount of bleach or special egg disinfectant and try to very quickly wash the dirt off. Do not keep them in the water for very long and do not use cold water.
I think if you check on line there are some sites that will explain the best way to do it....but anything you do will likely reduce the hatch rate somewhat. If you do not clean them the chance of them becoming rotten in the incubator, exploding and contaminating everything is very high.
I know other people have had to deal with this and can give good advice. The only time I had to wash chicken eggs they did not hatch.
Thanks for the answer. I brushed off as much as I could and placed them in the incubator will keep my fingers crossed. I did notifiy the seller.

Oh yuck! I would not put those in my incubator.. I learned the hard way.. cleaning an exploded egg is not fun!

I think I'd pitch the egg's and put the seller in the incubator!!! There is no excuse for filthy egg's like that. Good luck Paul and let us know how it turns out.
