The plants look beautiful and healthy, are about 18" tall, were planted from seed before the end of May. Where are the florets??????? Is there a soil deficiency?

Probably too early and too hot. If your plants are doing well just hang in there. Some cultivars take a long time. Direct seeded in May, could head as late as October, but for most cultivars late August/September would be reasonable. One of the reasons broccoli is rarely direct seeded. They need space to make large heads so hopefully you have them at least 18 inches apart.

My broccoli is all chewed up by bugs, but I saw some that are finally making heads today. Another question I think they have cucumber beetles on them what can I use to kill them?
The major problem with broccoli comes with cabbage worms and/or cabbage loopers. Bt handles them nicely. Once in a while Harlequin will arive in mass. This is a brightly colored beetle that requires a contact insecticide. Sabadilla, Sevin or something similar. Never had cucucumber betles do any major damage to brassicas.
