Pet Care Help for the Elderly/Disabled

I ran across a topic on a pet forum where they were discussing ways to make it easier for the elderly/disabled to care for their animals. (Naturally there was the spoilsport that said that these people shouldn't even have the pets since they can't take care of them and can't afford to feed them properly.)
Since I am now a "senior citizen" with all the health problems of COPD, arthritis, fibromyalgia, etc. and my partner is disabled with severe back problems and in a wheel chair most of the time, I am learning how challenging some of the pet care can be that I have taken for granted all these years. Bending over to feed my 5 cats, cleaning the kitty litter boxes, and attempting to keep up with a "dirty bird" cockatoo becomes harder as the years go on. Never mind trying to keep up with flower gardens, yard, and housekeeping. Kids don't want to work anymore, so you can't hire them to help and neighbors don't neighbor. If, like us, you have absolutely no family, you feel like you have an insurmountable problem. Up until about 2 years ago I worked full time and my flower beds were toured by the local garden club. Now the blackberry bushes, poison ivy, and nettles have taken over. There is no one (whom you can afford) that knows a flower from a weed that can be hired and no one I would trust to help care for my furkids.
Why don't senior centers consider these problems? Does anyone have any suggestions to make these chores any easier for those of us that are "less abled"?
