wireless connection turned off

I''m not sure what I've done. I have a Toshiba laptop with windows xp. I'm trying to connect to the wireless network where I'm staying and the "repair connections" thingie says the wireless switch is turned off. How do I turn it on? I also have something on the desktop that is "summit" and has connectivity doctor, how do I remove that or is it part of the Toshiba programs that are necessary? I can't find it on add/remove programs.
The wireless used to work, it would search for a wireless connection then dial up only if necessary. I have the little box checked that says "dial a connection only when wireless or lan not available."
