Can you plant in this heat? Peppers?

I just pulled up my "squampkins" a couple of weeks ago, and that part of the garden is pretty bare. I was going to wait until it cools off, but I see on the Collin County Master Gardener site that they're saying to plant peppers. I have a few peppers that are only about six inches tall that I planted a while back, and now they're being shaded by the okra. I could certainly plant peppers in that place, but will anything start in this heat? Do I start the seeds inside?

I've started my pepper seeds inside. I'm too afraid they'll get too dry out in the heat.

I wouldn't try to start anything outside from seed myself. I've had too many plants die, go dormant or just look like crap. This summer is h#ll on plants here, no other word even comes close to describing it!

stephanietx, when did you start them indoors, and when do you plan to transplant?

We started them this week and I'll plant them out when they're big enough. Hopefully mid-August. We still have pepper plants producing from the spring, so this is really a test.
