It has its web on the leaves of plants that grow near the pond. When its legs are stretched out it looks like a stick and we cannot know it is a spider.
Thin and long spider to be identified
This spider is in the family Tetragnathidae (long-jawed orb weavers) and the genus Tetragnatha - see http://tinyurl.com/mqnqs4 for another example from India. These spiders quite commonly spin their web over bodies of water to capture insects leaving the water.
