Help with a Black & Tan coonhound

Our dog, Black Jax, is about 18 months old and is a serious hunter of skinks. I wouldn't care about that except for the fact that he's proceeding to rip off the vinyl siding because he knows those skinks are up there. He's very determined. Does anyone have any advice on how I can deter this behavior?

Secondly, has anyone had experience with a male dog marking his territory in the garage? He's house trained so I don't have a problem there but how can I get him to stop peeing on anything sitting on the garage floor?
