Seen on our pond in central Massachusetts...sorry for the poor quality of picture. We kayaked up to where it was perched and it was not skittish at all.
Chest and neck is white and face/beak was red. Hope someone can hook us up with an ID!

Looks like one of the two larger Mergansers (Common or Red-breasted)...more likely Common Merg. I think. As unlikely as it seems, these guys nest in tree cavities-often pretty high up.
It looks too big to be a merganser, probably a cormorant.
