do we cut the suckers off or do we leave them alone?

Suckers will just pull resources from the tree. If they are coming up below ground just remove a little dirt and push downward to snap them off. Your tree will benefit from their removal.

actually they are coming up on the branches of the tree - should I just cut them off?
Sorry, but I always call those water sprouts but you are right they are also suckers and they should go. Here are instructions.
