Rose of Sharon infestation, insane HELP!

Have a 12ft long by 7 feet high lot of Blue Rose of sharon up againts a chain link fence. The problem is that this is my neighbors hedge and I am starting a brand new perennial bed right up against that fence!! I spent way too much time and money to start planting everything just for them to get infested as well. The whole lot of them is infested my multiple types of insects. Can I treat it with a rose/hedge type treatment where you soak the roots and it kills everything that way? It was a bayer product and worked wonderfully on my roses and hedges last year. I need to get this taken care off immediately its just awfull and disgusting. This photo does not even do it justice.. some of the stems are completley covered in layers of black bugs as well as other things... Whats the best option I have? I dont want to loose the pretty Blue Sharon backdrop later this summer when my new bed is in. Any ideas greatly appreciated in advance. Thanks!

Try to spay some neem oil on the plant if you can get it, the bugs look like aphids, and if you can, try to get some lady bugs in your garden they really like two eat this little sucker and all types of little bug that like to eat your wonderful plats, anyone else with any other idea is welcome to help jep2075.

I think I would cut back something that has that solid a bug infestation and then treat it too. I wouldn't want it to spread to my other plants. I like Bayer 3 in 1.
