HELP! I think it's sick!

HI:

I recieved this Hardy Lord Baltimore last year and it is coming back double it size, which is normal, but now I'm noticing that something is not right with the foliage. There are no bugs on it that I can see, so I'm puzzled. I'm here in Boston and it has been cold and rainy for days! It may be waterlogged possibly?
I've used and all purpose 10-10-10 general on the whole garden just 2 twice this year and there is no other problems... but this guy has issues.... any idea what is happening to it? and if I can save it or get rid of it before it possibly affects other plants?

What kind of fertilizer are you using, is it a slow release or is it a water soluble one and when was the last time you used it. Maybe with this additional information somebody can help you, and if you can, check the soil around it to see if its waterlogged or if you see any type of bugs in the root area, some bugs kill your plants from under the soil and you don't even see them doing the damage until its to late.
