perovskias need a friend or two

The two shrubs I had paired with these perovskias didn't do well. So now, I have this empty space with these huge perovskias that are just so overpowering. Any suggestions on what to place in front of them to temper and compliment them a bit? It looks so barren. There are some baby Achillea 'moonshine' there, but it won't be enough.

Any help would be appreciated. Thanks.
