Subject: Why is my pepper plant growing orange tentacles?

I've also noticed a couple of spongy orange growths about 3 inches in diameter, one on a marigold plant and the other on the hay mulch. This all in the same raised bed which is a cement stock tank. Inside the spongy orange growth was a fine black dirt. I didn't get a picture of the growth but I will next time I see one. Should I just pull this plant up? I've also seen a plant out in the pasture that has these strange orange tentacles on it I'll photograph it and upload them too. I would appreciate any ideas that anyone has as to what the cause is and how to treat it. I could not figure out how to post a reply to your comment- no there are no vining plants in this tank.
