Not too many plants but only the top shelf appears to have the lights close enough to the plants. Put something under the trays to raise them to a similar height as your top shelf. You can use boxes or anything that will get them close to the light. Otherwise you'll get leggy plants and you don't want that. The lights get moved upwards (on chains) as the plants grow. I can't see if your lights can be adjusted but you can adjust the height using whatever you have in the house - slats of wood comes to mind.

Instead of trying to adjust 10 different trays with wooden slats you can put a few trays on an old cookie sheet to make it easier.

The petunias look great! They aren't supposed to look drenching wet - yours is picture perfect.
