Insect and Spider Identification: Larva found with pieces of plant attached to disguise ID, 1 by DATURA12

Ok, this one is going to be a tough one to ID. If I didn't see the flower stalk move when there was no wind I would have never found this. It was on my sage, its about 1/4" long and disguised itself with the dead seed pods of the plant attached to its body. When I took the pic I had to remove some so you could see the larva. It moves like an inch worm. In the pic the pro legs and mouth are what you are seeing first. This was the best I could take with my camera equipment. Ok, any guesses?
