Insurance is harder to get if it is a mobile home, instead of a modular, though technically they are both considered not as good of quality as a stick built. Main difference is a flat bed truck brings the assembled parts of a modular in, since it has no wheels at all. My house has a place somewhere under there where wheels could be attached to each of the three sections of my home. Modular or mobile can all have skirts or be sunk in the ground at ground level, then some sort of metal barrier is underground to allow access for plumbing work to be done or duct work for the air conditioner. Mine has block around the bottom, instead of a metal skirt. Most do around here. It can be stone too, what ever you want, all that does is hide the under part of the house where the jack stands are or you would see what holds the house sections up. Mine are on cement pads and earthquake braced per California code.
