SW - I am also very small statured - under 4'10", so I understand your frustration. I have had good luck at thrift stores - sometimes people wash their clothes and they shrink to the right size for me, or I find some nice vintage clothes from a time when the sizes started a lot smaller. I wear a size 3.5 shoes, and that is another problem altogether.
