As a matter of fact, even this last rotten winter which did in several of my cistus and was terror on my roses, I not only have all of my hardies coming back, but several of the annual ones I planted as well. I will say that I don't expect new growth from any of last year's stems, which I do get on a regular basis when the winter is mild, but once they are established, fuschias grow very quickly. And they are a lovely landscape plant as they come in so many different forms.
