Beginner Gardening: Orange Jasmin, 1 by beyondink

I realized the window here at work is very drafty. My crape myrtle are starting to come up but not the amount I had hopped for. Out of 6 pods of Rosemary only two have sprouted, out of 6 pods 3 have sprouted for my clematis one pod has like 4 sprouts about 3/4" tall. I planted multiple seeds in each pod. If you see the pic there is white "fuzz" and some green algea I guess on them.. should I order more? When should I divide the sprouts up so there is just one to a pod? Thank you!
