Insect and Spider Identification: CLOSED: some kind of wasp?, 1 by cloudscome

We found this bug in our backyard the other day in eastern PA. I think it's some kind of wasp but can't find anything similar online. It was very slow moving, sat still and seemed harmless. Had three long ovapositors (tail?) curled out from it's hind end. Wide, large dragonfly-like wings and brown, yellow and black > shaped stripes on the abdomen; scaly like a snake. It is between 2 and 3 inches long, not counting the tail. Can anyone help me ID it?
