I could be wrong, but since the I. pandurata is a native plant, I'm not so sure you should be feeding it anything. I never feed mine. They just started blooming a couple of weeks ago and are about to break out in FULL BLOOM. The vines this year are much longer than last year too.

Anyways, someone else may offer some better suggestions, but I don't think you should baby this particular plant too much. Just let it go on its own and it will be blooming before you know it.
