We keep a few leaf and lawn bags full of brightly color balls that are available in most toy departments. The smallest breeze will keep them in motion on the top of the water. The seem to confuse the birds and obstruct the view from above.

Not sure if it would work with the fishers. If it doesn't you can always take the balls to a nearby preschool.
