You don't have to plant them - most people don't. They do usually float on top of the water. I never got any flowers when mine just floated - don't know if anybody else could get water hyacinths to flower by just floating them.

Typically, DH and I plant the water hyacinths in the pea gravel in the bog so they will flower and then throw the water lettuce into the main part of the pond so the fish have the water lettuce to play with and nibble at the roots.
