This allows for proper air and moisture distribution, with the moisture supplied by a tupperware container filled with warm water and a sponge, which creates additional water surface area - evaporation - humidity. You may also notice that the wire has small 1/2" x 1/2" pieces of wood stapled in place for stiffness and also to flatten it so the eggs don't roll around.
