There are a lot of evergreen shrub options for up here and they definitely help to keep you going in winter while you're waiting for the rain to start. You can plant your perennials and annuals around them in the summer. Acid and clay lovers do well up here - check out the native plant sales for your area that come up in the spring. There's also a plant swap at the Holy Cross Church in Redmond in the spring and fall and many of us will go. I'm not sure exactly when the spring one is (the first Saturday in March?), but I'll post about it when I hear.
