Bioimages has one showing the wings but the body is not visible, a tentative ID only. It is laying eggs in blanketweed algae, my bath thub has that in (the ornamental one!).

Beringotipula subgenus, borealis species is what I came across in a search, the pic was taken at night but the markings on the abdomen look the same as mine, first pic on top row.
