There's barely any soil. Using large rocks works the best - just get a bunch, pile them up and stuff very poor, porous soil into a space between them and plant your opuntia.

Here's a pic of an Opuntia fragilis that has flatter stems which I believe is a cross of some sort that I collected on Texada Island, BC.
