Do you have them in full sun? They love and thrive in sun and heat, so if they are smaller than normal, maybe they will start growing once you have a stretch of that good Maritime heat. :)

Here is a shot I took a couple minutes ago of one of my baskets. Not a good photo because the it was only 7:45 am here and the basket is not in the sun yet.
