The SPCA is right down the street from me and they also have a clinic with similar prices. No qualifications- just show up. Senior citizens get it done for free. Also, if you are a resident of Dallas and qualify (by income level or if you are on any form of public assitance) then you can have your pets s/n for free. The thing is, none of this is well advertised so you really have to search to find info on it. From the amount of rescue and volunteer shelter work I have done, I think cost in certain areas may indeed be an issue. But the larger issue, IMO, is ignorance.
