In Dallas the Humane Society has a low cost s/n clinic and now it actually offers other vet services for very cheap. I got Willis neutered for $30 and all his shots for another $30. Male cats are I think $15 and females are $25 (I think). Dogs are based on weight but it is still pretty inexpensive. The sell Heartguard and Frontline for cost. The SPCA is right down the street from me and they also have a clinic with similar prices. No qualifications- just show up. Senior citizens get it done for free. Also, if you are a resident of Dallas and qualify (by income level or if you are on any form of public assitance) then you can have your pets s/n for free. The thing is, none of this is well advertised so you really have to search to find info on it. From the amount of rescue and volunteer shelter work I have done, I think cost in certain areas may indeed be an issue. But the larger issue, IMO, is ignorance.
