Insect and Spider Identification: Weeping Cherry tree bug damage. PLEASE help!, 1 by chirpin

There are little holes in the leaves. She sees tiny ants crawling up and down the trunk and they are crawling around on the leaves as well. We are in zone 5 Illinois if that helps. Any suggestions of what is causing the damage or what she should do would be GREATLY appreciated. If it's the ants, what should she do?
