I water when the first 2\" of the soil feels a little dry and use the fertilizer every 7-14 days per the instructions.

I have an 3 in 1 soil tester and tested the PH level which reads 7 almost 8. From what I understand Plumeria plants like more acidic soil between 6-6.7 so I added some Espoma Organic Soil Acidifier to the soil to bring it down.

To make sure there are no bugs I sprayed with Garden Safe Insecticidal Soap Insect Killer. I have provided some pics below and if anyone has any helpful advise I would appreciate it!
