I would opt for "the latter" too. You could replace it by a nice Crepe Myrtle. There is one across the street from my house that is a big tree. They cut it back several years ago--but it re-grew in no time at all-- just fuller and bigger. look--just behind the light pole.... edited to say that the tree itself is already very old.
