When you are standing there playing with the water you are probably not applying the water long enough to thoroughly soak the root zone.

You can hose off the tree to wash off dust (good spider mite control), aphids (may help) but this should not have to be done too often.

A tree will have roots out to roughly the same area as the top of the tree (referred to as the drip line). Apply water to the outer area of this zone.
